- Top US general Mark Milley has said Russia’s military is in a state of disarray, with incoherent leadership and low morale among troops, while “they’re sitting in defensive positions”.
- By contrast, speaking at the NATO headquarters in Brussels, Milley praised Ukraine’s nascent counteroffensive while warning of a “very difficult fight” ahead.
- Russian authorities report more deaths from the floods that followed the rupture of the Nova Kakhovka dam in Kherson, taking the death toll on both sides of the Dnipro river to 28.
- Ukrainian President Volodymyr Zelenskyy urges Switzerland to allow the re-export of war material to Ukraine.
